I'm not trying to be rude but LA? What parts of town? I'm genuinely curious. My dad grew up in Long Beach and did say there was a tough white kid or two in the neighborhood but that was way back when. The city of LA now is only 27 percent white and the majority live in the west side of town which is known for being hip/trendy/wealthy.
I would personally say Boston area is the clear winner.

You're not being rude, you're being well-informed. There are no working class white neighborhoods in the LA area.
Unless being a "tough white boy" means an emasculated hipster gossiping to a friend about another hipster's so-out-of-style haircut.
To answer the OP, Canaryville in Chicago would be an example of a working class traditionally white neighborhood. It's a rebuttal to white flight that enveloped the south side in the 60s-70s. If you were to find tough white guys in Chicago, Canaryville would be the place.

Rural Appalachia has the highest White homicide rate in the USA, especially Eastern KY, East TN, and WV. That area has a long history of people making money illegally through moon shine and more recently marijuana. Many of my family that still lives there engages in illegal activities. I had an uncle murdered in a drug deal gone bad. My gr gr grandfather killed several people in a bad moonshining deal and spent decades as a fugitive on the run. I still don't know his real last name. My mother in law is also from E KY and had a distant family member murdered a couple years ago, it also involved drugs.
Philly, Boston, Baltimore, NY, Chicago, Detroit (the whites who remained in the city - not the recent arrivals to Midtown), Flint, Pittsburgh, Scranton, Lancaster, Buffalo, Worcester, Syracuse, Akron, Charleston, WV, Moline, Jackson, Fresno, and Stockton.

They still have whites in Flint and the city of Detroit you could have fooled me. I went to Detroit did not see a white outside of the downtown area, lot of Arabs if you count them as white then they have some.
