I don't know about gang activity but Baltimore has some mostly white neighborhoods where everyone looks tough. Even the women. Neighborhoods like Pigtown, Highlandtown, South Baltimore, etc. Parts of Philly too.
Why would anyone name their neighborhood Pigtown and why would anyone want to live there? They must have to worst Chamber of Commerce or HOA.

The name goes way back. Many years ago they used to drive pigs through the streets from the rail yards on Pratt St to the slaughterhouses by the harbor. So the neighborhood in between became known as Pigtown. Some people, particularly real estate developers, are trying to change the name to "Washington Village" (Washington Boulevard is the main drag through the neighborhood). But the old timers still call it Pigtown.
Jay Carney (Whitey Bulgers lawyer) said " My client has committed crimes, but he is not a murderer, or worse, as police snitch" if that fits your definition of the toug. Crowd, then it's hard to argue against Boston.( although I would say that borders stupid and Blindly loyal)
My advice? Don't bother debating this question lest you take your turn and put the pointy tall hat on and take your turn sitting in the high chair in the corner, staring at the wall.
A white doesn't have to be a "whigger" in order to commit crimes.
I would rank the seven cities/metropolitan areas with the toughest white boy populations in this order:
1. Boston
2. New York City/Long Island/North Jersey
3. Providence
4. Philadelphia/Southeast Pennsylvania/South Jersey
5. Baltimore
6. Miami/Fort Lauderdale/West Palm Beach
7. Chicago
