I'd have to go with Houston. Phoenix has nothing like Main Street.

So are you just comparing 1 street or downtown as a whole?

As far as Phoenix is concerned, downtown isn't where the action is. Moreso along Mill Ave in Tempe or Old Town/Downtown Scottsdale are more vibrant and walkable. Downtown Phoenix is mostly government, business, and sports facilities and not much else. There is the City Scape area with a few restaurants/retail venues but it pales in comparison to Mill Ave or Scottsdale.

Both are technically "pedestrian friendly" but Houston's downtown is definitely more lively than Phoenix's downtown. Like the above said Phoenix's downtown is not where the nightlife is. It is a ghost town after 6 o'clock Mon-Fri and a complete ghost town Sat&Sun. Neither city's downtown isn't really all that though compared to other cities but I give the edge to Houston.
