A Billionaire owns a Big-League team (MLB, NFL, NBA, or NHL, not clear which).

He wants to move it to a market that currently has none, so that he will be the only fish in a medium-sized pond.

He has enough spare change to build a fancy new arena or stadium, so that is not a factor.

NFL: I could see Norfolk/VA Beach showing support for this
NBA: Hartford (think UConn, CT loves basketball)
NHL: Bring a team back to Quebec City, Canadians love hockey

I just don't see Las Vegas having major league sports

I grew up in the Inland Empire and lived in Virginia Beach for several years. You chose your areas very well. All of these would support a MLB team. Have to go with Vegas though.
