I give the SoCal area the edge due to its much drier climate and the mountains near by------although, word has it that Miami Beach is 'da bomb' as well

To Vacation in: Miami/Miami Beach-living in CA, FL would be a nice change of scenery for me as far as vacation.

To Live in: LA/Santa Monica-without a doubt. That part of LA is amazing and hard to beat.

LA sucks for vacation, LA is where you go to live, not vacation. Miami is all about vacation. LA has smog and cold water beaches, It runs much to fast paced for a beach vacation and can be hard to navigate. Miami IS more humid, but is all out beach weather. IT has Nice water temp, less smog, and some of the suburbs have a small town feel, the traffic is not as bad.
in terms of beach vacation: LA also doesn't have as good beach sand as Florida. California beaches are really better for being nice weather. Florida beaches are what is meant for vacation... when is the last time California had a beach selected for being best in the world? for god sake, don't even go to Miami go to Key West. California is a National Park state in terms of tourism (that and Big city) but Florida...haha this one really should be a no brain-er. Go to LA if you live in Cali, but if you live in like NY don't even waste your time going to CA for beaches, they're nice to sit on but to swim is another mater.

Cali people don't take offense, but really its like comparing Texas Beaches to Florida Beaches... we have nice beaches, but honestly the best beaches the US has are in Florida(including the keys), Hawaii, Puerto Rico, the Virgin Islands, and maybe Guam. Texas, the Carolinas, and Cali come second. Go to California for Yosemite not beaches... Go to Texas for the Alamo not the beaches. the beaches in California and Texas only attract local Californians/Texas and Mexicans (literally South Padre Island is very popular among Mexicans from Northeastern Mexico.) Heck people from Cali go to the Baja for beach vacation... anyways, go to FLORIDA

For vacationing I would definately pick Miami/Miami Beach. I love the boutique art deco hotels in Miami Beach. The beach themselves are beautiful, the people are beautiful. I have a ball everytime I visit.
