Lol not at all. From 1960 to the 1990s? Maybe even early 2000s? I would definitely agree.

But for the past 10 years at least Philly has been growing. The city is in a middle of a renaissance. Population growth, crime reduction, tons of new construction, jobs moving to the city, retail coming back to the city.

Philly is anything but in decline right now. It is in the midst of a full fledged rebirth.

Toronto is a level above Philly, but that's not really a knock on Philly. Toronto's main competition is Chicago.
