How is Seattle at risk of a hurricane? The waters that far north along the Pacific seem too cold to produce or sustain any hurricanes.

Seattle is not in risk of any hurricanes and, because it is a sound and not actually the ocean, there isn't much risk in terms of flooding or sea level rising (with exception for West Seattle coasts). Seattle is very vulnerable to an earthquake, though, but honestly, what city isn't?

No, Seattle isn't at risk of hurricanes because there is no tropical moisture making its way there. Its too far north & west of the tropics. Rarely ever will a hurricane hit anywhere north of Mexico's west coast. It would be the equivalent of Houston experiencing a major earthquake if it ever did.
