Wow, the Bay Area hasn't got one vote yet? Ok, clearly the hip hop fans on City Data are all top 40 MTV crowd. The Bay Area is easily one of the strongest rap areas in rap history. It has been producing great independent artist since at least 1982.
I'm not sure what's going on in LA these days. But I think the buzz in LA comes from Chicano rap like Mr. Criminal. He's not too bad honestly. But I don't think LA's underground scene is as strong as the Bay Area.

and Lupe, Common, Twista, Kanye, Chance the Rapper, Add2, Crucial Conflict, Do or Die, Freddie Gibbs (by way of Gary), Cool Kids, Kids in the Hall. Like others have said, it doesn't have the quantity, but its "starting 5" can hang with any city, sans NYC and LA. Up until Chief Keef came along, Chi-town's reputation was polished. Chicago's underground scene is the most looked at in Hip Hop at this moment, but we'll see how it pans out.

For the record, I think ATL is a close 3 (behind LA) but it needs to step up its quality. This is the last days of this trap rap, but the radio keeps on forcing it down our throats - 2Chainz, Future, Migos, Trinidad James, Waka Flocka, and all the one-hit wonders rapping about the same exact s**t. ATL has been on a string of BS in the last few years, with a few good names like Childish Gambino, Rittz, Killer Mike and B.O.B, along with the regulars of TI, Kast, Goodie Mob.

Cassidy, Meek Mills, Gilly Da Kid, Beanie Segal, Damon Dash, Fresh Prince. I could go on. No doubting Philly has had some pretty influential names in hip hop to come out of it's scene.
Cause of Kanye, Common, Lupe Fiasco & Cheif Keef....CHI might not have A lot of Rappers but it does have it's niche. The only cities I could see replacing CHI today would be Memphis, Houston & maybe Detroit (Cause of Em and Big Sean).
