The bay areas deserve mention.Especially Neo=Soul music.
Oakland Sound in particular.
Maybe I skipped over it, but who here can deny Tower of Power and the hottest horn section in all of R&B?

Still too male oriented. Shame on you. You forget about Patti LaBelle( who, along with her friends, Sarah Dash,
Nona Hendrix, and Cindy Birdsong) created Patti LaBelle and the Bluebells 50 + years ago during the girl group era. They then re-imagined themselves, after Birdsong left for the Supremes, as simply, LaBelle during the 70s.
Hall and Oates barely lived in the Phila. area, once they became successful, while Patti LaBelle and Kenny Gamble still do.
