Although I believe Baltimore is in another league compared to Providence, their metros are only 1M different (2.7M vs 1.6 M). Providence city is only 25 sqmi and it has a good sized Gross Metropolitan Product of $64.7 billion. The SE New England area is dominated by Boston which is only 35 miles away border to border. Its economy is not great but not bad either. It is just the southern satellite of the Boston metro with Worcester on the west and Manchester, NH on the North. It would be part of the official Boston metro if it were not in a different state.
Assuming you are referring to official MSAs, state borders do not limit how metros are defined. Wilmington is in the Philadelphia metro, which encompasses counties in four states.
I'm a big Baltimore fan, but it is more interesting to see how it might stack up against comparably-sized metros (say St Louis, Denver, Pittsburgh, Charlotte, etc.).

Because a friend of mine (who doesn't have an account on citydata) is from Providence and thinks that Wilmington has everything Baltimore does but for half the price.
I also wanted to get people's opinion, as I've only spent about a day in P-town and don't know it well at all.
Not much going on in Wilmington. Since SEPTA serves Wilmington, most people chose to live in Center City, Philadelphia and take the train to Wilmington for work. There are some great neighborhoods in Wilmington though (Trolley Square).

I'm not sure that's actually true - based on my experience. I lived in Wilmington twice (working for two different companies) and never knew anyone who commented from Philly. Nearly all my coworkers lived in New Castle County with a handful commuting from Chester County. Further, since living in CC, I haven't met anyone lives here and works in Wilmington.
