Mostly definitely without a doubt. Philly seemed stagnant. Compared to what Atlanta has accomplished/planned, it is. I've lived all around and been all over the world, just expected more from Philly.

You're entitled to your opinion, but I think most people would disagree. Not to mention, based on history alone, Philadelphia is obviously more accomplished/established than either city. Like any large, growing city, Philadelphia also has plenty of ambitious plans as it continues reinventing itself.

Admittedly the city overall is in recovery mode, which puts it in a uniquely different position than Atlanta or Portland, but "stagnant" it is not.

Stagnant? Lol. A ton of construction going on in Philadelphia, not to mention a building that will rise 1,121 feet becoming the tallest building outside of NYC and Chicago in the US. Not only construction but a ton of retail opening, new restaurants, population growing again for 7 straight years, increased tourism, dropping crime rates, etc.

What about that is stagnant?

What exactly are Atlanta and Portland building/doing/planning that make it so much more accomplished than Philly? LOL.

Philly all the way. It's dense and historical, and Center City certainly blows away that tiny downtown Atlanta has, and even those little downtowns up Peachtree Ave all the way up to Buckhead, which is really a series of suburbanized malls and strip malls. Nothing special, really. But Philly is hardly stagnant. There's new condo mid and high rises sprouting all over Center City with certain sections looking like mini-Chicago's. And there are fewer walkable cities in the nation with its short blocks, excellent public transit and street-level shops and stores on practically every corner...

I've never (unfortunately) visited Portland, but have seen a zillion photos of downtown. And for all its hipster hot-ness, I can't imagine it being superior to Philly, esp given that its about 1/3 of Philly's size anyway.

... to me, this one isn't even close.

Atlanta's CBD is likely larger than Philly's when you include Downtown and Midtown lol.

If you can include downtown and midtown we can include center city and university city. And Atlanta's is certainly not larger no matter which way you slice it, and is less walkable by a wide margin and mostly suburban in style.

Let's he honest there is absolutely no comparison when it comes to the downtowns of both cities. Philadelphia is constantly in the conversation of the top 5 best American city downtowns. Atlanta is lucky to crack the top 15.

One thing Philly does well is downtown. Its still improving but I would say it has the best downtown of the three. I've always wanted to visit Portland. It strikes me as a lively but intimate city (is that possible?). If I couldn't live in Seattle, Portland would be my second choice of places to live on the West Coast.
