Which of these cities/metros is more urban in your opinion and why? Both have a similar CSA populations and both are undergoing major transformations with infill and TOD.

San Fran. I don't know if any city outside of New York is more urban than San Fran in America. Look how high the density is. The whole city is pretty much zero lot development. The land constraints has a lot to do with it also. It's very similar to Manhattan in that regard.
