Don't know about more urban but as far as feeling big goes, I'm casting my vote for Vancouver.
Seattle is a pretty nice place and it's big (and urban) by United States standards but I think this goes to Vancouver. It's not like it's leagues ahead of Seattle but I have spent a fair amount of time in Vancouver, not so much in Seattle but have seen it, recently in fact, and Vancouver is designed to feel larger and definitely look larger than what it really is.
Vancouver is a very condensed city, literally smashed between the waters and mountains at such a close scale, advantage one. Vancouver is also a vertical city, advantage two. Those two things generally lend to a more ideal walking zone, third advantage.
As you can see here, Vancouver is vertically built up over a vast but still condensed amount of area, the core of the city serves as a transfer point to it's natural attractions like Stanley Park or to it's suburbs.
Vancouver, you don't really have to be more than 3-5 kilometers from the core area of the city to access among North America's richest natural settings and you still get to keep the city aspect alive too.
The amount of highrises in Vancouver just make it look densely populated and urban to me.
Vancouver easy, just looking at density #'s alone it is double Seattle's at a range close to 50sq miles. And considering they are both relatively safe, clean and first world cities, the layouts would have to call for denser housing stock and a more urban environment to achieve this.
Vancouver is more urban than Seattle , Seattle has been 10 years behind Vancouver for years lol . Seattle has Vancouver developers building several towers now lol.
Seattle has the big freeways cutting thru the city so driving-wise, Seattle has always felt bigger to me.
In terms of 'urbanity'- with Vancouver, the city core is denser and the downtown is more congested than Seattle's downtown, so from this perspective, it feels more urban.
