But all the gambling, partying, etc..that happens on The Strip also happens at the numerous casino's and bars in Downtown Vegas.
And partying and drinking also happens in Midtown Manhattan. But Midtown is also home to big companies, art galleries, institutions, city offices, etc. If "activity" were the only metric for a downtown, then Miami Beach would be a downtown.

Miami Beach is more central to the metro area than Buckhead is. The hospitality industry is a major employer in Miami Beach (just as it is on the LV Strip). Like I said, since our definition of "downtown" has now expanded, I'm putting Miami on top of the list. It's the only downtown in America where you can grind on some hump in a clear, blueish/green ocean.

I don't really have an issue with the OP or others want to consider it one and I've stated that multiple times. So I'm not sure what exactly you're trying to convince me of.
Main center of activity for the region, heaviest pedestrian activity, vibrancy, lots of entertainment, dining, etc.. Was that really not obvious to you?
Miami Beach has pretty much all of that. It probably doesn't have as much employment, but most tourists to "Miami" are really going to Miami Beach, and much of the local economy is built around catering to those people.
