The question was beat hip hop scene. And for me, best means relevant. There is no scene more relevant than NYC, period. I don't care if NY artist are in top 40 radio rotation, it is still the most important scene. If you don't have buzz in Atlanta, not a big deal. No buzz in Houston? Not a big deal. No buzz in LA, again not a big deal. But when you have no buzz in NY, you are a nobody, period.
Back in the late 70s, NY was around. Early 80s, the afro centric hip hop phases, through gamgsta rap, party, rap, drunk, trap rap, NY has always been the scene. Even if it's artist weren't necessarily getting money with those styles, bottom line, the NY scene is the most important scene in hip hop. Record companies and promoters know this. NY hip hop scene is the most resilient to ever exist. It has lived through all phases of hip hop. NY artist can still live off NY buzz alone.
If you're hot in California, you're not going to reach anything East of the Mississippi. A Cali buzz is only good for a thing as East as Texas, and that's if you're lucky. An NY buzz is always nationwide, and at the very least international. 50 Cent became hot simply from an NY buzz. Any artist not from NY, had to tour to become known, or sign to a big label. An NY buzz sells itself. You can't tell me a Houston artist or an Atlanta artist can survive solely off buzz in their local scene. But in NY you can.
And let's not overlook one thing. People in NY love hip hop. You won't find a scene with more knowledgeable and commited people to the scene. I've talked to hip hop fans from all over the country. But the per capita, NY is hands down the most knowledgeable about hip hop. And that within itself puts it heads and shoulder above any other scene in the country. NY is hip hop, and hip hop is New York.
Right, and California is not even the birth place of gangsta rap. Schooly D, who is from West Philly, is credited with the creation of gangsta rap.
