In a way, yeah. Oakland is about family and has a degree of hospitality that is extremely alien to most of the West Coast. Some of that though also stems from the history of the city... There's more of a general sense of solidarity rooted in the struggle than in most other places to the point where it's also extended to non-blacks living in the same neighborhoods, particularly in East Oakland. Neighborhood identity is the sum of many parts as opposed to being fragmented into sub-neighborhoods by ethnic lines. The most traditionally segregated neighborhoods in Oakland have remained more segregated than other parts of the city but even then the same thing happens in West Oakland with the big middle eastern presence... Racial tension in Oakland is remarkably a non-issue and that's where it differentiates a lot from its southern roots.
