If you're asking in which city do Black people have more influence among those of other races, I'd say New York hands down, if for no other reason than the influence of Hip Hop on other cultures worldwide.
If you're asking which city has more sway over Black Americans politically and economically...that's arguable but probably New York.
If you're asking which city is more culturally African American then Chicago, no questions asked.
You mean an elected mayor that wasn't Black. They only started electing mayors in DC since 1975.
You are correct.
DC didn't get home rule for awhile, but as far
as elected officials black machine politics have reigned supreme since then. This year is an election year for DC and it may get it's first white mayor.

I wouldn't be surprised. A little tidbit: DC's first Black mayor was raised in Upstate NY.
White people outnumber Blacks in DC/Philly and Chicago, all the same. Most of the Black culture in those cities, was imported from down South also. So...
Apparently imported black culture from down south is not a factor if it's based in those cities.
People seem to forget about Jean Baptiste Pont du Sable.
And then theres HARPO prod. and Oprah.
Nope, we remember him and her too. I believe that NYC's Black community is older, but that shouldn't be a surprise.
