Haha, thanks for clarifying which Portland you were referring to -- I almost thought you meant Portland, ME, and if so I would have definitely NOT voted it as "best white city".
Oh boy, another "which city is whitest" poll with Seattle, Boston and Minneapolis on the list. Yes, they're whitest for the largest 15 metros, but really not that incredibly white anymore, and changing by the day it seems. But, coming from California, I can see how one would think they're essentially Russian by comparison!
I don't think there's a single major city that doesn't have at least a moderate degree of diversity (yes, even Detroit, because when you factor in the whole metro it's fairly diverse).
There are quite a few "mid tier" cities that are lily-white, and probably will stay that way for the foreseeable future. Cities like Boise, Sioux Falls, and Lincoln fit the bill. But they're also very suburban in nature rather than urban, and even a lot of white folks find that boring and/or undesirable.
Finally, something that's already been touched on, race and safeness of a city have little, if anything, to do with one another. Poverty, however, has a LOT to do with the safety of a city. Poverty drives crime, and the bulk of offenders are poor REGARDLESS of ethnicity.

I didn't bother to vote because I find the question irrelevant to anything of value, and even a bit offensive.
To begin with, if the question is simply one involving the highest percentage of Caucasians, it makes little sense to vote on something the answer to which is readily accessible in online census data.
Secondly, if one's happiness or sense of well-being is derived from analyzing the statistical distribution of races in your city, that individual is likely inclined to deal with people of other races in terms of stereotypes rather than perceiving them as human beings who experience most of the same realities as they themselves do.
Lastly, as a White man, I can assure you that most cities--even those with Black or Hispanic majorities/pluralities--are cities in which White people hold most of the real positions of power.
Seattle. Filled with white kids who think they understand black culture.
