A city would really have to fall onto VERY hard times in order for that to happen. Think Detroit. It's in real danger of losing its character due to salivating developers who are all to anxious to obliterate it on the cheap to turn a fast buck. NYC, Boston and DC have way too much success and entrenched power for that to happen anytime soon.

Gentrification has greatly IMPROVED Washington, D.C., whereas 25 years ago much of the city was off-limits due to crime, drugs and general degradation. The city is also more racially and ethnically diverse now.
