Mostly because LA has changed so dramatically in the last few decades. Certainly not Chicago declining.

Though does cultural mean having more cultures, or having more and better cultural institutions? Pretty interesting topic either way, I think the two cities are neck and neck.

Chicago is not declining - and has also changed rapidly in the last 30 years. Those who say Chicago is 'declining' (which is laughable) know nothing about the city (poor people are leaving - young yuppies are moving in). The Downtown, River North, and especially the South Loop (not to mention countless other neighborhoods) are totally different and continue to rise.
