Progressive is city like, always looking to improve, and keep up with the times, and not stuck in their ways.

non progressive, not looking to improve, not looking to change or keep up with the times, and are stuck in their ways.

Progressive = Embrace change-even if it makes absolutely no sense.
Conservative= Embrace tradition- even if it is quite antiquated

For progressive I would say NYC is a standout as well as San Francisco, Seattle and Portland (OR), also other less obvious cities like Denver, Salt Lake City (as mentioned above), Minneapolis and Cleveland.

Least progressive would be the one-dimensional cities that don't seem motivated to broaden. Orlando is a prime example.

Cleveland? Progessive? I guess it depends on how you define "Progressive."

In any event, I would say...

Most Progressive: San Francisco, NYC, Boston, Minneapolis, Seattle

Least Progressive: Detroit, St. Louis, Milwaukee, Cleveland, Phoenix

Of the cities I know the best:

Progressive: NYC, LA, SF, Boston, Philly, Seattle, and San Diego

Not so Progressive: Phoenix, EL PASO, DC ( )
