If it's part of a state that was not one of the 13 original colonies, then it's not Northeastern.

So this means you are limiting the Northeast and the Southeast to the original 13 colonies plus Florida, West Virginia, Vermont and Maine?

No, it means that no state beyond the original 13 colonies states counts as a Northeastern state by nearly every definition. West of PA is the Midwest or Great Lakes.
