Eh............................ States are weird. Because you know the cities have a poverty section (no jobs, black, latino sections, weed addictions, crack). There's white poverty small towns (trailer parks, meth , crack, speed, white trash, welfare) dangerous small cities, usually a dangerous state capitol...
I'll probably say... Florida for this. But overrall probably LA (Louisiana)
All of these states have perfectly fine and safe areas. I think MI has the highest homicide rate out of all of them, but the difference between the highest and lowest is not drastically different:
