"Best" is a bit misleading. It's actually the 20 cities with the highest amount of innovation, sustainability, and quality of life. It seems a bit BS to me that SF didn't make the list to be honest yet Baltimore and Dallas did. Yes, Baltimore has some good stuff but I'm pretty sure SF is above it.

Assuming sustainability and quality of life consider cost of living--it's no surprise that SF is not on the list. If innovation alone were the consideration, then SF would surely be at or near the top of the list.

All of the cities in the top 10 have an extremely high cost of living. It's not until we get to Philly that we see a reasonably affordable city.
Been to 15 of the 20 - the list seems totally random.
