At the equator, the speed of the Earth is 1670 kilometers/hour ( 1070 miles/hr). This decreases by the cosine of your latitude so that at a latitude of 45 degrees, cos(45) = .707 and the speed is .707 x 1670 = 1180 kilometers/hr. You can use this formula to find the speed of rotation at any latitude.
Washington DC---------------------------Cos(38.8951)= .778-> .778*1670=1299.26 Km/hr or 807mph
Chicago IL---------------------------------Cos(41.8369°)= .745->.745*1670=1244.15 Km/hr or 773mph
I think Washington DC is a bit faster. I could be wrong though
