Alberta is the most conservative province in Canada and Oregon is one of the most liberal US states. Overall I'd consider both to be politically moderate but Oregon has a small contingent of far lefties and Albert a fairly sizeable contingent of right wingers.

This is like asking what is more conservative, Sweden or Saudi Arabia?

Ok, that's a bit of an exaggeration, but Vermont vs. North Carolina seems like a fair parallel. Nonetheless there is no contest here.

Take out the Portland and Eugene areas, and Oregon is rural and conservative.

Portland and the Willamette Valley is a big chunk of Oregon though. Alberta doesn't really have an answer to Portland. Edmonton perhaps a little bit but not really. And Calgary is like Denver and Dallas having love child that dresses up like Toronto. Nonetheless, Alberta is a Canadian province still so there are some political aspects there that probably wouldn't fly in a lot of red states. But Alberta loves capitalism, much more so than Oregon. So I'm thinking Alberta is probably a bit more conservative.

Hell just take out Portland proper alone and Oregon would be a swing state imo. Probably even a bit on the con side.
