Within a few minutes of looking, I found dozens of 1BR apartments in nice neighborhoods in and around San Diego.

SD on everything. COL is equal to or better than Denver since SD offers more of what you're looking for with possibly the best weather in the country.

I've always been surprised at the COL in Denver...

Both of my friends in San Diego pay $900 a month for their one bedroom apartments. They live in great areas and their apartments are adorable.

Based on what you're running away from it's Boise 4, Denver 1, San Diego 1.

I love all three of these cities, too!
