Maybe you didn't realize that Philly has a CITY income tax of 4%, on top of the state income tax.

The point being that IL and Chicagoans are seeing the next phase of tax increases to bail out the state and city from its deep financial hole. Chicago already has one of, if not the, highest sales tax rates in the U.S.
Especially the CBD area, with its add on tax to gouge visitors/tourists in that area.

Thanks for the info.... I'm sure both Chicagoans and Philadelphians know about their taxation and added taxes soda to corporate, gasoline and property lately, and both states budget issues and shortfalls.
Topic is downtown cores and population. But this thread has a loooooong run on these core borders and stretching them to better the others population. I say wait till the 2020 census. But still official core CBD boundaries differ from what the census usage area of 2-mile radius if its City Hall. So the same arguments ill probably get made even then..... but not about taxes or debts.

True, and CBD is usually just a subset of downtown. I'm not sure there is any disagreement in Philly regarding CBD, but Greater Downtown is newly defined.
None of it really matters in this forum though. Now, if the Greater CC definition creates good change for those technically outside of CC's traditional borders (like me), that will be a very good thing.

They're also using a two mile radius from city hall as the measurement. As I said earlier, you can't go 4 blocks east of Chicago city hall before you hit Grant Park and Lake Michigan.

Center City (aka Philly's downtown) is a pretty well agreed upon area (for the most part). The CBD is within that, but not all of Center City.
Because several surrounding neighborhoods seamlessly blend into Center City's traditional borders, and because those neighborhoods have a strong relationship (e.g. business, residential, movement, function, etc.), the CCD branded the larger area as "Greater Center City". I believe the area of "Greater Center City" is something like 6 or 7 square miles.
It's really not unreasonable to think that way, but yes, it's not like Center City grew by 100,000 people over the last few years to get to 190,000 people. It has grown, and is probably closer to 60 - 65,000 people. Center City Philly is only 2 square miles, so it's already a large population, especially when looking across American downtowns (~30,000 ppsm).
Note: I don't think they did this to fool people or to start fights on City-Data.
