I believe it's Oakland or Sacramento in terms of equal percentage of races. But if you're asking a more subjective question, like who is more integrated or who has more variance within racial groups, well that's more complicated. Sacramento showed up blurred on a study that found facts on integrated neighborhoods.

In terms of both racial, ethnic, and national diversity it is NYC without question. I cannot think of a single people or nation not represented and represented well (which is key since any city of any size in 2015 is going have a diverse populace) in that town.
