I'd have to agree with the local saying they aren't there. Definitely a global center, perhaps not world class just yet. Same as Chicago.

In what areas do you feel they are lacking as cities to not be classified as world class?

Well what do go to Toronto for that you can't get anywhere else in the world? If a person that lives in Toronto doesn't think their own city is world class that says something.
