New Orleans... Has way more character, culture, much better food just a more authentic destination. Vegas is fun but New Orleans is a more complete urban destination.
Eh... Look, New Orleans isn't the safest place in the world, but I think you're exaggerating a little.
It's safe as long as you stay in the French Quarter and Garden District. Las Vegas also has ghetto's between downtown and the strip. New Orleans has gentrified a lot since Huricane Katrina as the poor have moved to other cities such as Houston and wealthy Yankees have bought up property.

The French Quarter has the most criminal activity due to tourists. It's safe in most of Mid-City, all of Lakeview, most of Uptown, and parts of the East. The poor still live there.
NOLA, but Vegas can be okay if one stays the right length of time and does other things besides gamble. Vegas has the concerts, shopping and family friendly areas too. I think often what we see the least is what we prefer the most.
Las Vegas is like a big mall, whereas NO oozes character, charm and history. No question, NO for me, I could visit there yearly easily if resources allowed, whereas if I never went back to Vegas that would be just fine.
I like both, I really do, but Vegas appeals to more of my interests. Las Vegas has the most music festivals in my favorite genre than any other city in the country. Only LA and Miami could compare. Also Vegas is a quick and cheap drive for me. For New Orleans I would need a plane ticket...

Vegas > New Orleans, and it really isn't that close. Who tf needs charm and character when you're gonna be getting wasted anyway? Isn't that really the whole point for these sorry excuses for "cities"? Models in bikinis > fat girl next doors in beads. Just saying.
Sometimes I wish I could subtract reputation points.
