I'm giving DC a slight edge for the symbolism. New York was the original capital, but DC has been the capital far longer and it has a virtual trophy case of American history along the Mall, most notably in the Smithsonian. I absolutely love New York and have even taken an unorthodox method to get a job there (via Phoenix), but solely for that holiday I would choose DC because I think it would be more meaningful. Furthermore, I think the festivities would be a distraction from everything else New York has to offer, as I think that city has more than several lifetimes could afford.

If you're going on the trip solo, I'd give the edge to NYC. If going with someone who has never been to DC before or with a child, DC all the way.

I have not had the chance to see the 4th of July fireworks in New York City. Must be exciting. Wonder where the main fireworks display is.

In Washington DC, you want to be close to the monument. It gets extremely crowded, so you should try to get there several hours early if possible. I took the metro once, and even that gets ridiculously crowded.
