Well, this one question is for me personally.
I am building a start up (e-commerce with... Won't say more) And thinking about relocating to the Bay area or NYC.... NYC appeal to me more but Bay area seems the place to be... Tell me, what will you suggest...
I like :
easy commute time
no need to have a car to go somewhere
hate winter (at least the Quebec one)
Went to nyc and loved the vibe (music, food, 24/7...)
outdoor activities
Most of my friends are in Europe but my wife's familly and friends are most in NYC (haitian)... just oone person on the West coast (Portland)

there are plenty of affordable rent in NYC like in Queens, Staten Island or bronx... Heck even jersey city, Hoboken...
Those two cities brings what mostcities can't
E commerce isnt heavy tech, so probably doesnt matter where you are. If it was heavy tech then the Bay Area IS the place to be.
it is not the traditional ecommerce per se, it is a new kind, can not tell here since this is not an advertizing platform.
in term of techness, it can be compared to pinterest / fancy / (can not tell that feature until it is officially launched since no one has done it yet and i saw a demand in it)/ it will be heavilly teched.
Most of the tech companies in NYC are concentrated in Manhattan and Brooklyn. Bay area of course has a much much larger tech scene, but if your idea and business is good, I think you can be successful in either one.
Since you mentioned weather and outdoor activities, I'd consider LA too since it has both NY and SF beat on that front. Silicon Beach is a real thing, and there are tons of startups at the moment (Snapchat, Nastygal, NationBuilder, etc), and all the big guys like Google all have campuses in Venice, Santa Monica, and Marina del Rey. Starting to see it a lot of activity in downtown as well.
Lots of networking events and tons of coding meetups for whatever language or framework floats your boat. I've found the community here to be super supportive as well.

I just learned yesterday that New York is not in the top five U.S. cities for venture-capital investment, which really surprised me because New York has what I thought was a huge startup scene. I've worked with many startups over the years and certainly, more than a few have been in New York. But the numbers suggest that the Bay Area is by far the better bet.
