I've never been either place, so will pick Key West purely because of film/literary portrayals of the area.

Savannah, GA or Quebec City, (I don't know the abbreviation for) Quebec?

Savannah. I don't speak French (I know they speak English also) and couldn't survive the winters.

Las Vegas or New Orleans?

I absolutely wouldn't want to live in either. If I had to pick, it would be Las Vegas by default. The only place I've ever been that the humidity was beyond oppressive was New Orleans. The hurricane/flooding risk is also a deterrent for me.

Orlando, FL or Phoenix, AZ?

Orlando. The attractiveness of this lake-laden city and its' neighborhoods would come as a surprise to many that have never experienced it.
