Rogers for cheap COL (plus Arkansas is a beautiful state)

Orlando, easily. Nice downtown, warm year-round, near beaches, etc.

I'm going to have to go with Outer Banks. Incredible natural beauty that hasn't been overdeveloped. For a beach location, very nice 4-season climate.
