Probably Lincoln, NE because it would be a safer bet for me culturally. If I were to ever to try to move south I would want my first experience to be in a larger area. I will say the overwhelming football culture in Lincoln would get old, not sure if Athens experiences the same thing.

Have heard a few good things about Athens, GA and it is reasonably close to Atlanta. Know nothing at all about Athens, TX. .

Chattanooga. Closer to the mountains, faster internet, and a picturesque city.

This is a close call. Like both cities. Alexandria is closer to DC than Naperville is to Chicago. However, without checking I would guess Naperville has lower COL and is slightly safer. (Correct me if wrong). Walking magazine also rated Naperville as a top ten walking town. I like to walk. Puts me much closer to relatives and old friends in Wisconsin & Minnesota, too.

York, PA

Larger metro. About 220,000 for York vs. slightly over 150,000 for Vineland. Probably offers a little more to do. More historic emphasis in York: more historic landmarks, old taverns, sites than Vineland.
