Columbia, SC... mainly due to weather and proximity to the ocean.
Grand Rapids, MI or Rochester, NY?
I don't know the populations of these two cities but Grand Rapids feels more like a city and way more urban. So I think I go with Grand Rapids because it has more going for it.

Rochester actually has more people in smaller city limits than Grand Rapids.
As for this question, I say Cleveland due to location and cultural reasons.
Portland, ME in a heartbeat. What a beautiful and underrated vibrant city!
Richmond, VA or Los Angeles, CA?
Probably everything else created equal LA. Richmond seems nice enough, and Virginia is a pretty state, but LA is so much more iconic. Now if money was an issue, Richmond seems more attractive as a value pick.
