Grand Forks, ND or Lewiston, ID?
I haven't been to either but after quick google map check, I'd say Lewiston. I'd rather be in the mountains than in the plains and I'd rather be a day drive to Seattle than Minneapolis.

Provincetown, MA vs Key West, Fl

Key West-I like the climate much better and love the laid back low key vibe.

Cape May, New Jersey or Rehobeth Beach, Delaware?

Cape May. It's a nicer looking town than Rehoboth, IMO.

How about the main college towns in each of those states:
Newark, DE (University of Delaware) or New Brunswick, NJ (Rutgers)?

New Brunswick. Just visited this summer. It's a really cute city with easy train access to NYC.

Minneapolis or Atlanta?

ATL for the milder winters, cool summer/fall music and cultural festivals, more prominent black culture, presence, and influence, topography, and its closer proximity to the East Coast.

Seattle or Boston?

Philadelphia...dense, historic, and close to NYC. I'd figure out a way to tackle Winter.

Oakland or Brooklyn?
