Realistically, STL because it is closer to my family scattered across the Midwest. However, having been to STL and not Portland, I would be inclined to pick Portland.

Is there a college in Vinings?

Swarthmore. Upscale bobo paradise that's off the beaten path. And it does have a college, a rather famous one.

Saratoga Springs... both nice places but I'd rather live in a small city than a small town outside of another small city. Saratoga Springs has a beautiful downtown area as well.

Fort Dodge, because Iowa is closer to Chicago than Kansas--otherwise, wouldn't live in either..

Cincinnati. The Roebling and Eads bridges tie each other, both have gorgeous restored Union Stations (Cincinnati's is in the home stretch of restoration), both have strong German heritage, and St. Louis does have the Arch, but a 5-way chili beats Provel cheese on pizza.
