Columbia SC or High Point NC?
Columbia. One of the more underrated small metros, IMO. Nice economy, really low cost of living, not far from beaches/mountains/Atlanta/Charlotte, and a good bit to do for an area that size.

Colorado Springs, CO or Rochester, NY?

I like the DFW and MSP metros a lot. I've been to FW a little more than SP. I like FW a little more. There's so much to do and I like the climate better.

St. Petersburg, FL or Ft. Lauderdale, FL?

That's a close one. I like them both. I'll go with Madison with their closeness to Chicago and Milwaukee.

Chicago, IL or Philadelphia, PA? (my 2 favorite mega metros)

Chicago, IL. Maybe I'm brainwashed by all the pop culture references it's associated with but It just sounds like the better city.

Troy, OH vs. Troy, AL

Santa Fe even though ABQ's the state's principal city. More character, more interesting architecturally, more interesting art and culture scene.

Lawrence, Kan., or Lawrence, Mass.?
