Oooo this is a difficult choice. My wife and I go back and forth on which of these would be our second choice to live in the US (NYC is #1). I think we both slightly prefer SF so that's what I'll pick, but it really is a razor thin margin.

Boise vs Burlington, VT
Burlington. Cool little city, love New England, don't have to worry about running into white nationalists in the surrounding countryside (at least not from what I understand about Vermont vs. Idaho).

Lexington, Mo., or Lexington, Mass.?
Lexington, MA..very nice, but also very, very expensive.
Tampa. Not even close. The Tampa Bay area is one of my favorite. Lived in Orlando at one time and went to the Tampa area a lot. They have some of my favorite beaches anywhere. I love New Orleans' food, architecture, and history. But it's too gritty, flood prone, corrupt government officials, and the only city that I've ever been in that I truly didn't feel safe. Tampa hands down.

Orlando, FL or Las Vegas, NV?
Orlando, a prettier, more well-rounded city with better beach access.
Sarasota or West Palm Beach, FL (including environs)?
Ideally, neither. I guess I'd prefer the town of Sarasota but WPB would be a better jumping off point to set sail and not look back. Sarasota if I actually have to live there.
Billings, MT or Fargo, ND?
