...but seriously, while LA is the largest city in the West with the most influence, lets look at the criteria presented in the OP:

LA gets Food and Diversity clearly in my opinion...the rest are better represented by other West Coast cities

No, it rules Boise as well. (BTW, I love Boise!) And this "rules" thing is bothersome. No city rules any other city except in the very general subjective form, in which case then this post makes sense.
