Well the whole state of Virginia does not have a professional sports team, i think the Hampton Roads area(Norfolk, Newport news, Virginia Beach, etc) deserves something

Richmond, Norfolk, Virginia Beach. I actually think Richmond would do well with a NFL team. It's centrally located, it would most likely draw crowds of sports fans from the nearby metros of DC, Norfolk-Virginia Beach and even parts of northeastern NC.
