I was not in the state when the tides began to turn, but I'd say that the influx of redevelopment in blighted areas and what the mayor and police captain tout as "community policing" have helped reduce homicides.

I feel that citizens are proud of the many accolades that the city has received. In the past, there was never a lot to be proud of... but I feel residents are embracing being great and remaining great - thus cleaner neighborhoods and lower crimes.

I've never been to memphis, but no comparison between Richmond and Birmingham - Richmond is orders of magnitude better in all respects.

Why? gentrification. Hard to replicate though. Probably a combination of the universities, historic architecture, and spillover from Norther Virginia
