For some reason, though, Atlanta has many more uninsured Black children than other metros in the Deep South.

Honestly, WTF is up with DC and why is this not more well-known . I was born in DC so I lived there when I was young/used to still spend every summer in the city and I always noticed that there were a lot of black people that were part of the corporate culture, and a lot of our family friends were well to do black folk, but I had no idea that the numbers were THAT high. In the West, when people (of any race) think of wealthy African American areas people tend to automatically think of ATL (due to entertainment and TV).

I think it has always been pretty well known that DC has a lot of wealthy blacks. Government jobs would most likely be the answer as most government jobs have anti-discriminatory hiring practices with good benefits.
As for the perception for western blacks I think ATL is popular because of costs, media, and HBCU among some things. Although there are others who may think part of it is smoke and mirrors which is an argument for another day.

I think it's been established that Atlanta has a lot of the good, the so-so, and the not-so-good. The whole spectrum has representation there.

It depends on how you look at it. Since the COL is generally "cheaper" here people don't have to make a lot of money to live good. We have 125k townhouse and 200k homes in the suburbs here in good areas. In DC those homes probably start out at 400k and the townhouse probably start out at at least 300k.

What area's are you considering good area's? It is important to draw a comparison to other cities and their neighborhoods. Looking at Redfin, the prices look comparable between the east side of the D.C. area and the southern part of the Atlanta area. In the black area's of D.C., many house's are cheaper than the black area's of Atlanta it seems.
