Chicago. Pound for pound doesn't make much sense since there are arbitrary city limits. Take the Loop and its adjacent neighborhoods, and then mostly go north from there and you get an equivalent rectangle of area as SF, but with greater population density, more high-rises, and a lot more mass transit lines. Instead of leveling off into the sea from there, much of Chicago levels off into a less urban environment.
Chicago by a long shot. It's larger, bigger, taller and has better transportation in the urban area, later last call which mean people are out longer at night, etc
Keep in mind that Chicago (227 sq. miles) is five time larger in terms of land area than San Francisco (46 sq. miles)
East of Western Avenue and north of Cermak Road, Chicago is far more urban than San Francisco. Yes, by a long shot. Go elsewhere, and Chicago is your average, sprawling Midwestern city.
Given that the section of Chicago that I roped off above (east of Western, north of Cermak, west of Lake Michigan, and south of Evanston) is a little over 35 square miles, and parts of San Francisco, like the Twin Peaks, are not urban at all, I'd give my vote to Chicago.
