San Francisco/New Orleans and Houston/Memphis are Rival cities? Since when?
Yeah, I don't get most of these "rival cities". Who knew that Memphis was a gulf energy center, and that New Orleans was a tech center.
Cleveland/Pittsburgh and Portland/Seattle seem like legitimate regional rivals. The rest are nonsensical. LA and Miami are on opposite ends of the continent.

I'll be honest, those I picked not as they are rivals, but because I feel they are kinda similar. Both SF and NOLA are super different, but at the same time, both are cultural icons in America with a very unique cultural identity. They are in many ways, very eccentric cities with very distinct architecture. Houston and Memphis... well honestly, I couldn't find a better pair for Houston. Besides Miami. But if I picked Miami, I couldn't think of one for Los Angeles!

The similarities don't necessarily have to be that strong. I do admit some of them were weaker pairs, like Houston and Memphis, but as far as Miami and Los Angeles? Both have palm trees, beaches, a Hispanic cultural atmosphere, a culture revolving around vanity etc. Geographical proximity isn't always that big of a factor.

None of those decisions were particularly hard for me although there are a few where I could easily be happy in either (i.e. Philadelphia, Chicago, Minneapolis, PDX, Baltimore).

I don't consider Chicago and NYC rivals. But they still get seen that way and one can have a preference in housing, and density in neighborhoods and their downtowns today.
Houston/Memphis I really don't see too much.... I would do a Houston/LA.... yes LA. Why, is both have similar neighborhood layouts and Bungalow styles homes to Downtowns see as a bit bland. Both have inland downtowns too.... though near the Coast and get the rap of sprawl.....
Maybe instead of a SF/Nola I'd do a San Francisco/Miami.... Why, both are Coastal and have another community across a bay. Though the larger SF then Oakland is more the resort city and Miami Beach surely is across from Miami as a resort.
I'd put a Dallas/Minneapolis. Because both have a next door Twin city. One St Paul one Ft Worth.
Guess .... that leaves Atlanta/Denver. At least both inland cities.....
Oh no..... where to pit DC and Nola with......
Well how about a New Orleans/Las Vegas. Both resort cities.
Guess that leaves DC/St Louis...... Baltimore out as basically a sister city to DC today.
So maybe DC/Dallas. Both have another city Close by....
Then St Louis/Baltimore...
Just a thought or Rambling... not to say the OP's list is totally wrong....
