Organized crime is much more hidden and sophisticated these days, to avoid prosecution. Back in the day, it was all out in the open, but these days, the business man may be in organized crime.
As far as cities, I would probably say practically any large city such as Chicago, Miami, LA, NYC. I dont know, and if they did, again, this would be hidden. And they might not even have to have someone like a judge on payroll, they would threaten or pay people not to testify or they would be too scared to testify.
