Even NYC relies heavy on tax breaks.

Hollywood is a lot more than filming. Drive around east Hollywood and just notice all the post production houses.
And that's just one little part of what Hollywood is.

There's probably more independent companies with netflix, hulu etc than ever before.
Hollywood and Silicon Valley are merging. They are becoming very dependent of each other. SJ with the technical and LA with the Polish. They'll ship everything else to other states. Sad, if your in the lower level in production cause they can ship you everywhere. It's very volatile.

Hollywood does everything pretty production too.
Scripts, story development, casting, packaging, marketing, etc etc etc
Where all the deals are done. These things take months/years.
For tv, most writers rooms are in la.
NYC has some, but it's not the same.
Atlanta and Boston or whatever will never have those things.

I wouldn't jump the gun. We never thought we would see Atlanta grow the way it has(and to this extent) in film&TV, it is very much possible. Not sure why you mentioned Boston, but no they will never see those things.

You wont.

Toronto and Vancouver have been around far longer and don't have them.

The showrunners /producers /writers love being in la.

You would need to take a large amount of infrastructure (never will happen) before they change their minds.

Boston was probably mentioned because for a few years and even now there has been a large number of movies filmed there/ set and filmed there. Boston did give some tax credits for awhile I don't know if they still exist and they still have some stuff happening from posts I have seen online but not all that much for sure and like others have said neither Atlanta, Boston or anyone else is really going to win against LA/NYC. There is just too much human capital as well as infrastructure already in place in LA and NYC. Filming and some other stuff are easy to do elsewhere but based on what I have seen the trend in all video based entertainment i.e. tv shows, movies, and even youtube is to cluster even more firmly in LA/NYC because most of the talent is already there so it is encouraged by the advantages proximity provides. That is not likely to change anytime soon.

Not to belittle Atlanta at all though I think they have done a great job getting more investment from the film industry and tbh Boston hasn't done bad either, but LA and NYC are not going to be dethroned anytime soon especially LA.

Georgia is not the "new face of Hollywood." That's a bold statement.

As stated already, it's all about saving money. As soon as California started giving tax breaks, how many film and television project moved back? Ten, or something like that?

It's delusional/wishful thinking.
And all the major studios in LA have huge expansion plans so....

Some of the biggest independent producers have moved from NYC to LA in the last 5 years.
Netflix expanded in la, not Atlanta or anywhere else.

These things won't change.

Per capita it is..

California - 39 million people
New York - 20 million
Georgia - 10 million

Georgia outranks much bigger states like Florida and Texas...

And in per capita terms, GA's taxpayer giveaway to secure that temporary corporate presence is that much worse.

Per capita has nothing to do with it. Georgia is certainly making inroads into the industry, but CA and NY solidly remain number one and two and will not be displaced.
