Where would you choose to retire? My considerations are: COL / Crime / Climate / Attractions (places to stroll, walk, bike, etc) / Museums / Downtown experience.
Crime - Depends. If you were looking to live in city proper, you would have to worry less about crime in Albuquerque versus KC. There are safer places in Kansas City, but you don't have to go very far to get to the dangerous parts.
On the other hand, if you are looking to retire to suburbs/metro area KC would (probably) be the way to go. Multiple places in the suburbs of KC have been on lists for best places to live in the US. I don't know much about Albuquerque's metro or the actual city, but it most likely would be a smaller feel vs KC and its metro. Approx 1 million pop. for Albuquerque and approx 2.5 million for KC. Either way, both suburbs would probably be comparable to retire to.
Climate - both are very different, personal preference
Attractions - KC; MLB, NFL, MLS, The Plaza, etc. ; No idea about attractions other than Breaking Bad
Museums - KC; Nelson Atkins, Negro Leagues, WWI, Steamboat Arabia. No idea about museums in Alb, but would guess that there are some interesting ones.
Downtown - KC; Westport, The Plaza, Midtown, River Market, Power and Light District. Like s.davis said, it is also improving rapidly. Not sure what to do in Albuquerque downtown.
My opinion is probably a bit skewed considering I don't know much about Albuquerque, but I would choose KC to retire to.
